why can't we just have a jobid and skillid? Think about it and add your answer to the comments.

'JobId' and 'SkillId' are quite enough but having others would be lot more better. The requirements for a given job may slightly vary from one company to another; so indicating the 'OrgId' and specifing the category of the skill(essential,desired,nice to have) provides the job-seeker an idea of what the company expects. Also the experience factor specifies how important the job is for the company.
